At the time of registration the owner of realty shall designate a local responsible person. The local responsible person shall be either the owner of the property or another individual located within the corporate limits of the City of Martinsburg who shall be responsible to ensure that the structure meets all requirements of the City's codes and ordinances. The local responsible party shall also be authorized by the owner to accept any and all notices required the City's Code and Ordinance. If the owner of the property is a resident of the City of Martinsburg, they may designate themselves the local responsible party.
