There is hereby adopted by reference, insofar as not inconsistent with the laws of the State and the ordinances of the City, for the purpose of prescribing rules and regulations relative to oil-burning equipment, those certain standards of the National Fire Protection Association applicable to oil-burning equipment, being set out in pamphlet designated NFPA No. 31, 1968 Edition, of which pamphlet not less than three copies have have filed in the office of the City Recorder and are now there on file and such standards are hereby adopted and incorporated as fully as if set out at length herein, and the provisions of such standards, as set out in pamphlet designated NFPA No. 31, 1968 Edition, shall be controlling within the corporate limits of the City.
