Notwithstanding anything herein to the contrary, any resident of the City may not donate or sell any recyclable to any other person, whether operating for a profit or not for profit. From the time of its placement at the curb by any person or entity of any mandated recyclable matter for collection by the City such material shall become the property of the City and it shall be a violation of this article for any person, scavenger, firm or entity to tamper with, take. remove or otherwise convert to his or its own use in any way. Any person found guilty of violating the provision of this section shall be deemed guilty of an offense and upon conviction thereof shall be fined as stipulated in the penalty provision of Section 955.99.
