955.02 PURPOSE AND GOALS .
   Council finds that the reduction of the amount of solid waste and conservation of recyclable materials is an important public concern and is necessary to implement the requirements of the West Virginia Recycling Act. Recycling of waste materials will minimize the adverse environmental effects of land filling, decrease waste flow to landfill sites, conserve existing landfill space, facilitate the implementation and operation of other forms of resource recovery called for by the West Virginia Recycling Act, conserve natural resources, and reduce the cost of solid waste disposal generally. The promotion and use of goods which facilitate recycling will further serve the same purposes by encouraging and facilitating recycling. The purpose of this article is to regulate and control the collection, disposal and transportation of recyclable materials whether collected by City personnel or by private haulers and to mandate the separation and recycling of certain specified waste materials. The City of Martinsburg will endeavor to comply with the West Virginia State mandated goals for recycling of municipal solid waste generated within City limits in the amount of 20% by January 1, 1994; 30% by January 1, 2000; and 50% by January 1, 2010.
