(a) No person shall enter upon the landfill without obtaining the written permission of the City Manager.
(b) The City Manager shall have the right to advertise for bids and to enter into agreements with individuals, firms or corporations to scavenge the landfill operation on an annual basis for specific material. The City Manager shall formulate rules and regulations for the conduct of such operation and the successful bidder shall be required to give bond, with good surety, to relieve the City from any and all liability.
