929.03 PRIVATE SEWAGE SYSTEMS.
   (a)   Except as provided in this section, no person shall construct or maintain any septic tank, cesspool or other facility intended or used for the disposal of sewage.
   (b)   Any person desiring to construct a private disposal on his land shall before commencement of such construction, obtain a permit therefor from the City Engineer.
   (c)   Any person desiring a permit required by this section shall file an application therefor with the City Engineer. Such application shall be accompanied by a written statement from the Health Department that the proposed private sewage disposal system is adequate and will function in a satisfactory manner at the selected point of installation. No fee shall be charged for such permit.
   (d)   The type, capacity, location and layout of a private sewage disposal system installed pursuant to a permit shall comply with all recommendations of the State Department of Health.
   (e)   The owner shall operate and maintain the private sewage disposal facilities in a sanitary manner at all times at no expense to the City.
