929.02 CONNECTION TO PUBLIC SEWER.
   (a)   The owner of all houses, buildings or properties from which sewage or waste water from sinks is being or shall be discharged shall, at his own expense, connect to a public sewer if a public sewer is available or if a public sewer is not available, to install suitable sewage treatment facilities.
   (b)   Property owners before proceeding to connect with new or existing sewers in the City shall first notify the City Engineer of the time and place when work of connecting to such sewer lines will commence.
   (c)   Subject to the provisions of the Plumbing Code, the City Engineer may prescribe rules and regulations pertaining to the size, construction, grade and all of the work of installation in regard to connections to new or existing sewers and all such work shall be done only by a duly qualified plumber. No person shall fail, neglect or refuse to comply with such rules and regulations so prescribed.
   (d)   The work of excavation and backfilling in regard to connections to new or existing sewers may be done by the owner or any person employed by him.
