925.04 WATER METERS.
   (a)   When any person files an application for the use of water, the premises in question shall be equipped with a modern water meter, provided by the City. Such meter shall be installed by the Water Department or under the supervision of the Water Department at the entire expense of the owner of the premises involved. All water meters installed shall be installed in the curb line of the property served or other suitable place as may be determined by the City Engineer so that such meter may be readily inspected and read by proper employees of the City.
   (b)   Each water meter and service connection to a water main shall be considered as one account without regard to the manner in which the water is used on private property.
   (c)   Where two or more water meters which are now or in the future may be installed on one water service each meter shall be considered as a separate account.
