The following words, when used, shall have the meanings ascribed to them in this section, except those instances where the context clearly indicates otherwise:
(a) “Applicant” means any person who makes application for a permit.
(b) “Emergency” means any unforeseen circumstance which calls for immediate action.
(c) “Manager” means the City Manager of the City of Martinsburg or his authorized representative or inspector.
(d) “Permittee” means any person who has been issued a permit and has agreed to fulfill all the terms of this Article.
(e) “Person” includes any natural person, partnership, firm, association, utility, or corporation.
(f) “Street” includes the entire right-of-way of a public street, public highway, public alley, public way, public road, or public easement within the City.
(g) “City” means the City of Martinsburg, Berkeley County, West Virginia
