§ 152.03 APPLICABILITY.
   (A)   It shall be unlawful for any person to erect or place a sign within the city limits of the city or its extraterritorial jurisdiction except in accordance with the provisions of this chapter.
   (B)   A sign may be erected, placed, established, painted, created or maintained in the city and its ETJ only in conformance with the standards, procedures, exemptions and other requirements of this chapter. These regulations apply to both commercial and noncommercial messages.
   (C)   The effect of this chapter is to prohibit the creation, erection or placement of signs not expressly permitted or exempted by this chapter, except as approved through the permit and variance process established by this chapter.
