Not later than March 1 of each year, every person that provides utility service in the city and installs, places, operates or maintains facilities in, on, over or under the public rights-of-way shall, as a condition to further occupancy, pay to the city annually a rental fee equal to 2% of the gross receipts received by the person, association, organization or corporation from its business conducted in the city for the preceding calendar year.
