§ 53.010 STORM WATER ADVISORY COMMITTEE.
   (A)   Created. There is created and established a Storm Water Advisory Committee consisting of five formal members who have an interest in storm water matters, who have attained the age of 18, and who reside within the corporate limits of the city. Members shall be appointed by the Mayor with the consent and approval of the Council. Committee members shall serve without compensation but may receive reimbursement for expenditure of personal funds related to Committee business upon approval of the city’s Finance Director. Reimbursement may require advance approval.
   (B)   Terms of office. All Committee members shall be appointed for four years, commencing January 1 of the year of appointment, with staggered end appointment dates for the initial establishment of the Committee. The first meeting of this Committee shall be called by the Mayor.
   (C)   Reappointments. Any member appointed to a term on the Storm Water Advisory Committee may be reappointed for successive terms without limitation.
   (D)   Election of officers. The Storm Water Advisory Committee shall meet and shall elect from its own membership a Chairperson to serve as the presiding officer for two years. A Vice-Chairperson shall also be elected to serve as the presiding officer in the absence of the Chairperson for two years.
   (E)   Regular meetings. The Storm Water Advisory Committee shall hold a minimum of one meeting each calendar year and may hold special meetings upon the call of the Chairperson or by three members joining in such call upon at least one day’s written notice prior thereto. Three members shall constitute a quorum for the transaction of any matter of business coming before it.
   (F)   Duties and functions. The Storm Water Advisory Committee shall:
      (1)   Work in harmony with the City Council, the Public Works Director, and the Storm Water Coordinator to develop a public involvement and participation program;
      (2)   Be and stay informed of the city’s NPDES storm water permit;
      (3)   Make recommendations for public education and outreach efforts on storm water impacts;
      (4)   Participate in decision making, holding public hearings, and working with volunteer groups concerning storm water impacts; and
      (5)   Encourage business owners, developers, homeowners, members of environmental groups, and other members of the public at large to attend Committee meetings and participate in the city’s storm water efforts.
