§ 130.003 ASSEMBLIES, PARADES AND DEMONSTRATIONS; PERMITS.
   (A)   Required. It is unlawful for any person to be or be concerned in or join or participate in any assembly, meeting, concert, procession or other exercise or display or demonstration upon any street, sidewalk or public ground or other public place without a written permit issued to one or more of the participants thereof by the Chief of Police.
   (B)   Contents of application. Any application for a permit shall state the following:
      (1)   The name and address of the applicant;
      (2)   The organization the applicant represents, if any;
      (3)   The applicant’s position in the organization and that the organization has authorized the applicant to make application in its behalf;
      (4)   Whether or not the applicant or organization has ever been issued a permit before;
      (5)   The anticipated number of participants in the parade or demonstration;
      (6)   The exact location of the demonstration or the exact starting and ending points of the parade as well as the exact route to be followed;
      (7)   Exactly what provisions have been made for dispersal of the demonstration or parade, so such may be accomplished in a reasonable manner;
      (8)   What contingency plans exist to maintain order and to control the group, if any;
      (9)   The exact time the demonstration or parade is to commence and terminate;
      (10)   Devices or things that may produce noise, dirt, smoke, litter or odor and the applicant’s means of limiting, controlling or removing such; and
      (11)   Such other and further information the Council may request.
   (C)   Conditions. All such permits shall be issued on the express condition that all laws, statutes or ordinances be observed and obeyed and that all activities be organized, peaceful and controlled.
   (D)   Restrictions.
      (1)   The Chief of Police may put such reasonable restrictions that he or she may deem necessary to preserve peace and order or to promote traffic and pedestrian control and to generally protect the rights of others.
      (2)   The Chief of Police may bill for the use of equipment or overtime due to parades, assemblies or demonstration.
