§ 130.003 PUBLIC USE AND SPECIAL EVENT PERMITS.
   (A)   Required. It is unlawful for any person to be or be concerned in or join or participate in any assembly, meeting, concert, parade, or other exercise or display or demonstration upon any street, sidewalk or public ground, or other public places without a written permit issued to one or more of the participants thereof by the City Clerk.
   (B)   Contents of the online application can be completed on the city website. The application for a permit shall state the following:
      (1)   The name, phone number, and email address of the applicant;
      (2)   The sponsoring organization, if any;
      (3)   The exact location of the event or the exact starting and ending points of the parade as well as the exact route to be followed;
      (4)   Exactly what provisions have been made for dispersal of the event or parade, so such may be accomplished reasonably;
      (5)   What contingency plans exist to maintain order and to control the group if any;
      (6)   The exact time the event or parade is to commence and terminate;
      (7)   Devices or things that may produce noise, dirt, smoke, litter, or odor and the applicant's means of limiting, controlling, or removing such; and
      (8)   If alcohol is requested at said event.
      (9)   Such other and further information the City Clerk may request.
   (C)   Conditions. All such permits shall be issued on the express condition that all laws, statutes, or ordinances be observed and obeyed and that all activities be organized, peaceful and controlled. Applicants must adhere to State of Iowa event guidelines and licensing requirements.
   (D)   Restrictions. The Chief of Police may put such reasonable restrictions that he or she may deem necessary to preserve peace and order or promote traffic and pedestrian control, and generally protect the rights of others.
   (E)   Fees.
      (1)   The Public Works Division will drop off and pick up a stocked trailer with barricades, cones, and channelizers for small-scale events for a required fee as set by resolution. The organizer is responsible for setting up and taking down all barricades and equipment and returning them to the trailer after the event.
      (2)   The Public Works Division will drop off and pick up barricades, cones, and channelizers at requested drop points for large-scale events for a required fee as set by resolution. The organizer is responsible for setting up and taking down all barricades, cones, and channelizers and leaving them at the drop points after the event.
      (3)   The Chief of Police may bill for the use of equipment or extra-duty police personnel due to public use permits.
