   (B)   Appropriate signs for prohibited parking. Appropriate signs stating thereon “NO PARKING AT ANY TIME” shall be placed and maintained by the Street Division adjacent to the curb along the portions of the streets and avenues included in the provisions of this schedule where parking at all times is prohibited.

   (C)   Removal of vehicles on controlled streets and avenues.

      (1)   Any vehicle left standing or parked in the controlled area as herein prescribed, contrary to the provisions hereof, may be towed away or removed by direction of the Chief of Police and the cost of any towing or storage of such motor vehicle shall be paid by the owner or other persons responsible therefor as a condition in again obtaining possession thereof, and such charges shall not be considered as a fine or penalty.

      (2)   A fine or penalty may be further assessed upon charges filed and conviction thereof.
