§ 57.022 PERMIT QUALIFICATIONS.
   No permit shall be granted to any person for any purpose contemplated under § 57.015 of this chapter, unless such person has been authorized by the City Council to do excavating within the city limits and has complied with the requirements of the City Council in granting such authorization.
