It shall be unlawful for any person to cut through any paved surface or otherwise dig or excavate or install any substantial device in any part of any street, avenue, terrace or public ground outside of the lot line, for any purpose, without first securing a permit therefor, in writing, from the Director of Public Works/City Engineer.
