(A) It shall be unlawful for any person, firm or corporation to cut or remove any curbing for any purpose or install a driveway or entrance to a property without first securing a written permit therefor from the Director of Public Works/City Engineer.
(B) If the Director of Public Works/City Engineer denies the permit, the applicant may appeal to the City Council by the procedures provided in § 110.003 of this chapter.
(C) Before any permit shall be issued, the applicant therefor shall pay the City Clerk a fee set by resolution.
