Upon declaration of fire emergency, no person shall intentionally set fire to any structure, grasses, fence row, garbage, materials or other substance unless that substance is completely contained in a closed incinerator. Upon declaration of fire emergency, no open burning shall occur within county until termination of the emergency by the President of the County Board of Commissioners.
