(A) The registered owner of an impounded motor vehicle or the agents of that owner shall be liable to the city for an administrative penalty of $500 plus the costs of towing and storage fees as established by the city or an approved towing and storage contractor of the city.
(B) If the owner or agent of the owner does not seek a hearing, they shall pay the required fee and sign a waiver of hearing. If the owner or agent of the owner seeks a hearing, they shall pay the required fee and costs which the City Treasurer shall hold as a bond pending the results of the administrative hearing as initially scheduled by the Police Department.
