(A) The Board of Trustees shall hold regular quarterly meetings on the second Tuesday of July, October, January and April annually, and special meetings as called by the President.
(B) At the regular July meeting, the Board shall select from its members a president, vice president, secretary and assistant secretary to serve for the period of one year and until his respective successor is elected and qualified.
(1) The Vice-President of the Board shall perform the duties of the President during any vacancies in that office, or during such time as the President is absent from the municipality, or for any other reason is disqualified or by reason of illness or other cause is unable to perform his duties.
(2) The assistant secretary shall act for the secretary whenever necessary to discharge the functions of such office.
