§ 34.03 COMMISSIONER OF PUBLIC HEALTH AND SAFETY; AUTHORITY; DUTIES.
   (A)   The Commissioner of Public Health and Safety shall be the commanding officer of the entire police force of the city. He shall assign to all police officers under him their different beats or districts and their respective hours of service, and shall see that they are on duty during the whole time of their watch. A police officer shall in no case absent himself from the city without notifying the Commissioner of his intended absence where the same is practicable.

   (B)   It shall be the duty of the Commissioner to promptly report to the City Council any member of the Police Department who may be guilty of drunkenness, neglect of duty, disobedience of order or violation of the rules and regulations of the Police Department. During the pendency of formal charges against any police officer, the Commissioner may, with the consent of the Council, suspend such police officer from duty until such charge can be investigated.
