No keeper of any billiard or pool room where liquor is served or consumed on the premises shall permit any person under the age of 18 years to play at any game upon any table kept by him, nor shall he permit any such person to frequent his place of business, or to loiter or remain therein unless such person shall be accompanied by a parent or legal guardian.
