No gambling device of any kind shall be kept or used for the purpose of gambling in any such establishment store or club, to barter, sell, exchange or give away alcoholic liquors as defined herein except when operated in compliance with the rules and requirements of the Video Gaming Act, ILCS Ch. 230, Act 40, §§ 1 et seq.
