§ 95.35 LITTERING ON PUBLIC OR PRIVATE PROPERTY; COVERING OF MATERIALS SUSCEPTIBLE TO BLOWING.
   (A)   No person shall litter any public or private property with paper or other debris or foreign matter. Any stored or transportable materials susceptible to blowing or scattering shall be adequately covered or protected to prevent littering.
   (B)   The fact that litter remains on any occupant’s premises in the city in violation of this chapter shall be prima facie evidence that the occupant of such premises is responsible for the violation of such chapter. However, if the property on which the litter is located is vacant, it shall be prima facie evidence that the owner of such property is responsible for the violation of such chapter.
