(A) The following parking is prohibited and fines for violations are as follows:

(B) Whoever violates any provision of this chapter for which no specific penalty is otherwise provided shall be fined as indicated under the Uniform Fine Schedule in § 10.99.
(C) A parking fine may be satisfied by payment of a pre-filing penalty paid to and received by the city no less than five business days before the hearing date. The pre-filing penalty shall be one- half of the minimum fine indicated for such violation, or if there is no stated minimum fine for such violation, then half the minimum amount indicated in the Uniform Fine Schedule.
