§ 32.22 COMMISSIONER OF DEPARTMENT TO BE MAYOR PRO TEM.
   The Commissioner of the Department of Accounts and Finances shall also be Mayor Pro Tem, and in the absence of the Mayor, or his inability to act, shall preside over the Council and perform all the usual duties of the Mayor and head of the Department of Public Affairs.
