The City Auditor, City Treasurer, City Clerk and their respective offices or departments and all employees therein and all bookkeepers and accountants are apportioned and assigned to the Department of Accounts and Finances, and shall be under the direction and supervision of the Commissioner of the Department. He shall have charge of and supervision over all printing by or for the city unless otherwise provided. He shall order all stationery, blank books and job printing on requisition signed by the heads of the departments.
