§ 32.02 COMMISSIONERS TO MAKE AND ENFORCE RULES AND REGULATIONS.

The commissioner of each department shall make and enforce such rules and regulations, not inconsistent with the law, this code or any ordinances of the city, as may be necessary to secure efficient conduct of the service of his department and of the business thereof.
