All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the Engineer. Pipe laying and backfill shall be performed in accordance with good construction practice except that no backfill shall be placed until the work has been inspected, and the backfill material approved prior to placement. All such excavations and the cost thereof shall be performed by and paid for by the owner of the property. The maintenance of the public service sewer shall be the responsibility of the residential, commercial and industrial user.
