(A) Except as hereinafter provided, it shall be unlawful to construct or maintain any privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of sewage.

(B) No cesspool or privy vault shall be constructed in this city on property within a sewer district and abutting on any public sewer system of the city. The Commissioner of Public Health and Safety, with the approval of the City Council, may compel the sewerage from any premises to be conveyed into the public sewer system at any time when such action shall be necessary to protect the public health. No privy vault or cesspool shall be connected with the public sewer system.
