(A) It shall be the duty of every person, tenant, lessee, or occupant of very dwelling, tenement house, lodging house, hotel, restaurant, boarding house or other person on whose premises municipal waste collects, to provide, at all times to keep within such building, or on the premises, containers sufficient to hold of municipal waste which may accumulate on the premises.
(B) Such containers shall be of metal or plastic, water-tight, and with a tight fitting cover, and equipped with suitable handles and of such size to be easily handled by one man. No person unless authorized or licensed for that purpose, shall interfere with such containers or the contents thereof.
(C) All other waste and ashes or cinders may be placed in a separate fireproof receptacle, readily accessible for emptying or removal, and of such size as to be easily handled by one man, and where such receptacles will not be a public nuisance. All such municipal waste ashes or cinders and other refuse shall be removed on a regular basis.
