The city has designated the northernmost four parking spots located on the west side of State Street as parking spots reserved only for library patron parking. Said parking spots shall be designated by the posting of signage. Any vehicle owner not using said parking spots as a patron of the library shall be subject to impoundment and/or a fine as authorized under the Uniform Fine Schedule in § 10.99.
