(a) Competitive bidding is required in the purchase of materials, supplies and equipment purchased for the City or a City project when the purchase of such materials, supplies or equipment exceeds the sum of $1,500.00. In every instance requiring the competitive bidding, no less than three bids shall be obtained. Council shall then review the bids obtained and select the bid which would best serve the City’s need. The bid selected need not be the lowest bid presented.
(b) Competitive bidding is required for any construction project in which the City engages, the cost of which exceeds the sum of $1,500.00. At least three competitive bids shall be obtained for any such project. Council shall consider the bids presented and shall select the bid which best serves the City’s need. The bid selected need not be the lowest bid.
(c) Construction projects engaged in by the City, the cost of which does not exceed $1,500.00 will not require competitive bidding.
