(a) The Mayor, Councilmen and other City officers and employees shall receive such salaries and wages as may be provided for them from time to time by Council in the annual budget or other ordinances; provided, that the salary of no elective officer shall be increased or diminished during the term for which he was elected.
(b) Except as may be provided otherwise in this Code or other ordinance, all fees paid to City officers and employees shall be deemed to be money belonging to the City and shall be paid over to the City Recorder or other officer designated by this Code or other ordinance by the recipients thereof not less frequently than once each week.
