(a) The Recorder shall keep the minutes and the journal of the proceedings of Council, and he, or she, shall have charge of and preserve the records of Council.
(b) Whenever the Mayor is temporarily unable because of illness or absence from the City to perform the duties of his/her office, and during any vacancy in the office of Mayor, the Recorder shall perform the duties of the Mayor and be invested with all of his/her power and authority.
(c) If necessary, the Recorder shall perform the duties of the City Treasurer listed below.
(d) The Recorder shall be custodian of all City records, books, documents, ordinances, correspondence and other instruments and papers for which the custody is not otherwise provided, and he/she shall certify to all true copies thereof for persons entitled thereto by law and shall charge therefore such fees as may be prescribed by resolution or order of Council. The Recorder shall issue all Town licenses and permits, except as may be provided otherwise; and he/she shall have such other powers and perform such other duties as may be provided for the office of Recorder by State law, this Code or other ordinance, resolution or order of Council.
(e) In advance of each regular monthly session of Council, it shall be the duty of the Recorder to collect all information and records of receipts and expenditures of every Town department for the calendar month prior, and assemble and categorize such receipts and expenditures in a summary report for distribution at the beginning of each such session of Council to all members of Council and other interested persons in attendance.
(f) The Recorder shall act as the Human Resources Director. In such capacity the Recorder shall be responsible for all personnel matters of an administrative nature, including orientation for new employees. The Recorder shall be responsible for advising new employees of Town policies regarding wages, health insurance, vacation, holidays, sick leave, Family Medical Leave Act and any other policies affecting employment with the Town of Marmet. The Recorder shall also be responsible for supervision of all administrative matters involved in employee separation from employment, whether it be resignation, termination or retirement.
(g) The Recorder shall also serve as the chief election official who shall perform such duties as required by ordinance, West Virginia Code or general law.
