121.15 RULES OF DEBATE.
   (a)   No questions shall be debated until it has been propounded by the chair, and then the mover shall have the right to explain his view in preference to any other member; provided, that the chair shall recognize and propound the question properly presented. When two or more members arise at the same time, the chair shall name the person to speak; but in all cases the member who shall first arise and address the chair shall speak first. No one shall disturb or interrupt a member who is speaking without first having obtained the permission of that member, except to call to order, if he be transgressing the rules.
   (b)   For final readings of ordinances and resolution up for passage, and after all members of Council have had an opportunity to speak, members of the public may address Council prior to the final passage of the question with no such statement or oration exceeding three (3) minutes unless an extension of time is granted by the governing body. During the Good & Welfare portion of the meeting members of the public may address Council on any relevant matter of general concern to the town. Addresses to Council shall not exceed three (3) minutes unless an extension is granted by the governing body. With the exception of ordinances, matters discussed during the regular agenda of Council shall not be addressed during Good & Welfare.
