(a) Council shall meet in regular public session at the Council Chambers in the City Hall at 7:30 p.m. on the third Monday of each month, or at any other time which may be fixed by proper ordinance of Council. Special meetings may be called by the Mayor, by the Recorder in the absence of the Mayor, or by Council upon its majority decision. The City Clerk shall notify Council members, the Mayor, and the Recorder by telephone at least 24 hours prior to the meeting, unless all available Council members, the Mayor and the Recorder have been personally notified by a designated municipal officer, or have mutually agreed, or have agreed by majority poll upon a time to meet specially. Provided; that the City Clerk shall post, in a prominent place at City Hall, no less than 24 hours in advance, written notice of said special meeting. Meetings shall not be called with unreasonable frequency nor at times unreasonable to municipal officers.
(b) When a meeting falls on a legal holiday as the same is defined in §2-2-1 of the West Virginia Code, then the meeting shall be held at the same hour on the next day not a legal holiday.
