Each City officer mentioned in Section 1111.05
shall have the right to enter upon private premises for the purposes specified in that section upon properly identifying himself, and upon compliance with all applicable provisions of law. No owner, occupant, or person in charge of any premises shall prevent or hinder any such entry, which is sought to be made in compliance with the law. No entry shall be made without authorization of the Mayor and notification to the owner.
