Upon proper application for miscellaneous recreation services and payment in advance, the Town shall provide such service, the payment amount to be established by the Town Council or, where not otherwise provided by the Town Council, by the Mayor or designated representative. Provided however, the Town reserves the right to deny provision of such service upon any reason it may choose; and no service shall be provided where the applicant is in arrears to the Town for any unpaid taxes or fees.
