All residential units or commercial enterprises within the corporate boundaries shall bear responsibility for routine and customary collection and disposal of refuse. Upon notification by the Mayor or his designee, the Town is unable to provide such services, the property owner shall obtain alternative means for doing so. Failure to do so shall constitute a nuisance enforceable and punishable to the fullest extent of the law of this Town and any and all other jurisdictions.
