For customary and routine collection and disposal of solid waste for commercial enterprises, the annual charge shall be $360.00 or $30.00 per month to be billed to the owner of the real property upon which the enterprise is located and in a manner in which the Town may determine is most efficient, and which owner shall be responsible for the fee. Providing however, the Mayor or his designee may determine the Town is not able to provide this service and shall notify the commercial enterprise and/or the property owner of this inability. In such event, the commercial enterprise and owner shall provide for its own independent service or be placed under penalty as hereinafter provided if there is failure to do so.
