For the customary and routine collection and disposal of solid waste for single-family residential units including each apartment in a multiple-family dwelling, the annual charge shall be $180.00 or $15.00 per month for each unit to be billed to the owner of the real property upon which the unit is located and in a manner in which the Town may determine is most efficient, and which owner shall be responsible for the fee. Providing however, the Mayor or his designee may determine the Town is not able to provide this service to certain single-family residential units, he shall notify the units and owner of this inability. In such event, the unit and owner shall provide for its own service or be placed under penalty as hereinafter provided for failure to do so.
