The Recorder shall revoke the license granted or refuse to issue to any licensee under this article, subject to an appeal of any licensee to a court of competent jurisdiction, whenever such applicant or licensee has his (or its) license revoked by the West Virginia Nonintoxicating Beer Commission pursuant to the provisions of Chapter 11, Article 16 of the West Virginia Code of 1931, as last amended or has been found guilty of a violation of provisions of Section 763.04 or whose application does not comply with the provisions of Section 763.03.
