(a) The certifying council shall be the Judge of the election, the returns, the qualifications of the Mayor, Recorder, Council members and any other persons elected to office in the City. The Council may determine the conduct of the election and the results thereof, so long as such acts are consistent with the general law of West Virginia. Qualifications of voters shall be determined by Council under the general law of West Virginia.
(b) To the extent not provided under the City Code, the provisions of State law with respect to the method and time for conducting regular and special elections, and determining and certifying the results of such elections, so far as applicable, shall apply to elections in the City.
