At least one day before the date of a municipal election, the City Recorder shall procure from the Clerk of the Kanawha County Court the necessary registration records and shall deliver them, together with the ballots and other election supplies, to designated election officials in each precinct. The election officials shall, as soon as possible after the closing of the polls on election day, return to the City Recorder the ballots, tally sheets, certificates of the election, registration records, poll books, ballot boxes and other election supplies. The three-member Election Commission will then escort the ballots to the County Clerk's office for tabulation.
