The Uniform Election Board appointed to serve in each precinct or voting place shall, on election day, be ex officio municipal registrars and shall on said election day validate the name of any person as a qualified voter in the municipal election held on that day, provided that the name of that person appears on the Kanawha County registration books as a registered and qualified voter for the precinct in which that person seeks to vote.
