107.09 APPOINTMENT OF PRECINCT ELECTION OFFICIALS.
   (a)   The Council shall meet in special session not less than thirty days prior to the holding of any election and fix the place or places within the City where such elections shall be held; and at such meeting shall appoint the Uniform Election Board, consisting of two commissioners and two poll clerks to serve in each voting precinct of the City during a municipal election.
   (b)   No person shall be eligible to be appointed as a commissioner or poll clerk in any election who is not a qualified voter in the City at the time of appointment; or who is a candidate to be voted upon at the ensuing election.
   (c)   In the event that any person appointed to serve as an election official fails to appear at the voting place at the hour for opening the polls, the remaining members of the Uniform Election Board for that precinct shall select another qualified person as commissioner or clerk, as the case may be. If none of the commissioners or clerks shall appear at the voting place at the hour appointed for opening the polls, the City Recorder shall select qualified persons to serve as the Uniform Election Board for that precinct.
