The rights and penalties here are cumulative and not exclusive and are in addition to other rights, remedies and penalties that may be available to the Town under other provisions of the law or in equity. Any of the Town’s actions under these provisions are not to be construed as an election of remedies, and any other such remedies, separately or jointly, may be pursued as well.
