In cases where the Town determines the evidence shows nuisance activities exist on the property or have occurred on the property that emergency actions is necessary to avoid an immediate threat to public welfare and safety; then proceedings may be initiated in accordance with the provisions here and any other provisions of statutory or common law or in equity to abate the nuisance. Under such conditions the Town shall make every effort to comply with the notification procedures here but shall not be held to those precise requirements under the circumstances of the particular situation.
