(a) Any qualified person may become a candidate for any municipal office in an election by filing a completed statement of candidacy and appropriate filing fee therefore with the City Recorder or City Clerk, before midnight Eastern prevailing (Standard or Daylight) time, not earlier than ninety days prior to the date of the election nor later than sixty days prior to the date of the election.
(b) The filing fee for the office of Mayor shall be $50.00; Recorder $50.00; and Council members $25.00. The appropriate filing fee shall be paid to the City Clerk upon filing the Statement of the Candidate.
(c) In the event that no one files for an office, the new Mayor will appoint a qualified person at the first Council meeting after the new term begins, with the majority approval of the City Council. (Passed 9-21-92.)
